No. A heater and fan do not automatically make a reliable drying system.
Real drying depends on the quality of the warm airflow reaching your clothes: how warm it is, how fast it moves, how much air is delivered, how well it covers the rack, and how consistently it moves moisture away from fabric.
In Singapore, indoor air is already warm and humid. If a rack only adds weak heat that is too close to room temperature, the airflow can behave too much like normal ambient air. Clothes may still dry eventually, but the drying can be slow, uneven, and inconsistent.
